Following a competitive framework review in 2025, JCW successfully retained its position as a trusted maintenance partner, continuing to support one of the UK's largest pub estates with mechanical and electrical maintenance services nationwide.
Client Overview
Admiral Taverns is a major UK hospitality operator, representing a £600 million business headquartered in Chester with a nationwide estate of approximately 1,600 predominantly wet-led community pubs.
Operating primarily through a leased and tenanted model, Admiral supports licensees in running successful local venues whilst continuing to invest in and expand its portfolio of operator-managed sites. Its properties play an important role within local communities and require dependable building services support to maintain safe, compliant and welcoming environments for customers and staff.
The Tender
With ambitions to continue growing its estate towards approximately 2,000 pubs, Admiral Taverns remains focused on investing in property, maintenance and compliance across its portfolio.
The 2025 tender formed part of this ongoing strategy, building on an established framework approach designed to deliver greater structure, consistency, efficiency and value across the estate. Through the re-tendering of Planned Preventative Maintenance (PPM), testing and associated follow-on works, Admiral sought partners capable of supporting improved service delivery, transparent commercial practices and collaborative working aligned with its long-term objectives.
Our Challenge
Managing a large, geographically dispersed pub estate presents significant operational and compliance challenges. Admiral Taverns requires service partners capable of delivering:
Consistent Planned Preventative Maintenance (PPM) across all sites
Responsive, efficient service delivery aligned to agreed SLAs
Structured compliance with statutory testing and maintenance requirements
Minimal disruption whilst working within live, customer-facing environments
With a strong emphasis on structure, consistency, efficiency and value, the challenge lies in maintaining reliable and compliant building services across the entire estate whilst supporting day-to-day pub operations.
Our Solution
Following a competitive tender process, JCW was awarded a position on Admiral Taverns' National Hard Services Framework.
The scope includes a broad range of critical building and M&E systems, including:
Plumbing & Drainage: calorifiers, pumps, pressurisation units, TMVs, toilets, urinals, hot water systems and water storage.
Commercial Kitchens: extractor canopies, intake fans and interlock systems.
Combustion Systems: gas boilers, LPG boilers and tanks, oil boilers and associated safety devices.
To support delivery across the estate, JCW implemented a structured service model combining scheduled PPM programmes, regional engineering coverage, centralised coordination and dedicated account management to ensure consistency, communication and visibility throughout the contract.
Implementation
Since first being appointed in 2016, and following the successful framework renewal in 2025, JCW has continued to utilise a scalable delivery model tailored to Admiral Taverns' operational requirements.
Key delivery principles include:
National PPM Coverage with Local Delivery: Engineers are strategically positioned across the UK to provide efficient planned maintenance delivery and reduce response times for reactive works.
Reactive Coverage for Mechanical Assets: Supporting a wide range of mechanical systems, including heating systems, plumbing infrastructure and kitchen interlock systems.
Live Environment Working: All works are carried out with minimal disruption to customers, licensees and staff, ensuring venues can continue operating effectively whilst maintenance activities are undertaken.
Compliance-Led Approach: Structured maintenance programmes aligned with statutory requirements help support safe, compliant and reliable building operation across the estate.
Integrated Systems and Reporting: Works are coordinated through client platforms, including Ostara, providing transparency, communication and visibility across maintenance activity and performance reporting.
Account Management
JCW operates a structured account management model to support effective delivery across Admiral Taverns' national estate. Our dedicated Account Manager acts as the primary point of contact for day-to-day performance and escalation management, supported by divisional oversight from a Regional Director to ensure contract continuity, consistency and alignment with contract requirements.
All reactive call logging, job triage and service coordination are managed through JCW's Managed Services team. This centralised approach helps ensure calls are logged, tracked and progressed in line with agreed processes and service level agreements.
Management information reporting, maintenance scheduling and contract administration are delivered collaboratively across the Contract Management, Contract Administration and Managed Services teams, providing transparency and visibility across the estate.
